Awful spotty skin on arms :(?

I know it can be quite common for people to suffer from bumpy skin on the upper arms, I'm one of these people myself and have accepted that now, but my forearms also seem to get spotty and it looks really horrible. I use exfoliating shower gel when I bath and shower and use cocoa er moisturiser, but I now think I need a cream that's specially for skin problems. Can anyone recommend one that's not too expensive but clears up breakouts like this?
