How can i make the first move to this guy?

This guy right now that i like and he knows i likes him and it looks like he like me too but he not really doin anything but starin......people say hes shy and he really likes me alot but wont talk cuz he afraid he gonna say something stubit. To me, i think hes afraid of commitment and responsiblities. He got a girl pregnant and he doesnt want her anymore and she still pregnant right now. I'm confused bcuz i be seein him lookin at me and sometimes when i look at his way he look away quickly and he doesnt say nothing to me but he say hey once in a while but dont really talk to me. Around last week, he came in my cl room and sat right next to me. Out of all the other empty seats in the cl room, he had to come in sit by me and looked at me from the corner of my eyes but he was chillin and talkin to my cl mates and stuff and it looked like he was movin his seat a little closer..lol..and he didnt even say hey or anything but he did knew i was there.
