One factor that enabled the growth of independent colonial government in British North America was the --?

I have to go with C. As small, relatively insignificant communities so far away, the colonies were the least of England’s concerns. As a matter of fact, it was when the colonies began to develop some economic strength that the mother country became interested and started interfering with the colonies’ autonomy.
