Why won't Politicians make trafficking child , slaves etc. a capitol offence 50 years no parole, WHY?

Almost every night on the news there will be a victum of child ,forced prostituion or kids from other countries smuggled in to be used in the industry. The laws here in Canada and other could be made very firm to send a message that society really cares about young peoples safety and rights. Politicians can easily make new laws to give Police and courts the power to protect these childen.
