Why is the Beijing appointment Panchen Lama settled in Beijing and not in Tibet?

Tashi Lhunpo monastery in Tibet is his traditional seat and if we go by tradition, Tibetan monasteries are ought to be the center of buddhist knowledge and education. As a reincarnate lama and someone who is revered, he must get the best religious education. By living in Beijing, does it mean Beijing has now become the religious and cultural hub of Tibetan Buddhism? Maybe its time to go on a pilgrimage to Beijing, rather than to Tibet.
